Driver’s Licenses in Ukraine Will Be Issued for 5 or 15 Years: What Changes for Drivers
Ukraine is officially changing the rules for obtaining and exchanging driver’s licenses. The government has introduced different validity periods for documents depending on the vehicle category. This means that for some drivers, licenses will be valid longer, while for those who drive freight, passenger, or large vehicles, control will become more frequent. The changes were reported by Minister of Internal Affairs Ihor Klymenko. According to him, the new approach is intended to improve road safety and gradually bring Ukrainian rules closer to European practice.
For motorcycle and passenger car drivers, licenses will be issued for 15 years. This applies to categories A1, A, B, B1, BE. That is, for most ordinary motorists, the document will be valid for a long period, and planned exchange will not become a frequent procedure. Different rules will apply to drivers who operate freight, passenger, and large vehicles. For categories C, CE, C1, C1E, D, DE, D1, D1E, T, licenses will be issued for 5 years. This division is explained by the level of responsibility. Professional drivers spend more time behind the wheel, transport people or cargo, work in more difficult road conditions, and have a greater impact on traffic safety. Therefore, the state is strengthening control specifically for this group.
One of the main innovations will be the return of mandatory medical examinations during the planned exchange of a license. Drivers will need to regularly confirm that their health condition allows them to operate a vehicle safely. This concerns not only physical condition, but also psychological fitness. For road safety, this is important because driving depends not only on knowing the rules, but also on reaction, attention, endurance, and the ability to make quick decisions.
At the same time, the changes do not mean that all drivers must immediately renew their documents. All previously issued licenses remain valid until the date stated on the document itself. That is, old documents are not automatically canceled after the new rules come into force. Also, during the planned exchange of a license, drivers will not need to retake theoretical and practical exams at service centers. Exceptions are possible only if this is separately provided for by current legislation.
In effect, the new rules change not the very principle of access to driving, but the system of regular confirmation of this right. For ordinary passenger car drivers, the procedure will remain relatively mild, because the document will be valid for 15 years. For professional drivers, checks will be more frequent once every 5 years. The relevant government resolution enters into force from the day of its official publication. The main purpose of the changes is to make driver control more systematic. This especially concerns those who work behind the wheel every day and are responsible not only for themselves, but also for passengers, cargo, and other road users.
