Do Cameras Fine for Seat Belts in 2026: How Traffic Enforcement Systems Work in Ukraine
Automatic traffic violation detection systems in Ukraine continue to expand. Cameras are being installed in cities, on national highways, and in accident-prone areas. Drivers are increasingly encountering automated fines, which forces them to pay more attention to the rules and to take interest in how these systems work.
Time for Action analyzed how automatic enforcement cameras operate, whether they can detect an unfastened seat belt, and how control over drivers is changing.
The automatic enforcement system has been actively implemented since 2020 and has a clear purpose speed control. Cameras measure a vehicle’s speed, capture the license plate, and transmit the information to data processing centers. After verification, an administrative offense decision is issued and sent to the vehicle owner. Despite the expansion of the camera network, their functionality remains limited. As of 2026, most systems do not detect an unfastened seat belt. There are currently no automatic fines for this violation. The main focus remains on speeding. At the same time, the technical capabilities of modern systems are much broader. In a number of countries, cameras are already used to determine whether drivers and passengers are wearing seat belts, as well as to detect mobile phone use while driving. In Ukraine, such solutions are not yet widely implemented, but their introduction is being discussed.
Regardless of how cameras operate, the requirement to use seat belts remains mandatory. It is закреплена in the traffic rules and applies to both the driver and passengers. The driver is responsible not only for themselves but also for the people inside the vehicle. A violation is subject to an administrative fine of 510 hryvnias. This fine may be issued by police officers during a vehicle stop. Control over compliance with this rule is increasing. Police are paying more attention to seat belt use because it directly affects the level of injuries in road accidents. According to estimates, wearing a seat belt can significantly reduce the risk of death or serious injury. The situation on the roads shows that not wearing a seat belt remains one of the most common violations. This is why attention to it is increasing both from law enforcement and from state authorities responsible for road safety.
At the same time, the overall approach to control is changing. Video enforcement systems are gradually developing, and the list of violations they can detect is expanding. In the future, cameras may be able to detect not only speeding, but also other violations, including mobile phone use while driving, running a red light, or ignoring seat belt rules. At present, automatic detection of seat belt use in Ukraine does not exist, but the direction of system development shows that this may change. The technical foundation for this already exists, and increased control aligns with the general trend of improving road safety. Under current conditions, drivers should not rely only on the presence of cameras. The use of a seat belt remains mandatory regardless of whether the system records it. This rule is directly related not only to fines but also to risks to life and health while driving. Formally, cameras do not yet fine for seat belts, but the overall trend is clear control is becoming stricter, and requirements for drivers are gradually expanding.
