
Parking in Kyiv 2025: How Technology Is Changing the Search for a Free Spot and What It Means for Drivers
Parking in Kyiv has long ceased to be a routine it’s become a real battle for a spot. Every year, the number of cars in the city increases, while new parking spaces are rarely added. In the city center, as in many European capitals, demand exceeds supply several times over. This adds pressure to urban infrastructure, and the question of the price and availability of parking becomes one of the main topics for drivers.
In 2025, Kyiv continues the gradual modernization of its city parking system. The key technological innovation has been the “Kyiv Digital” app, which, in the “Hourly Parking” section, allows you to check the availability of free spots in real time.
The system is based on integration with surveillance cameras installed at parking lots. Occupancy is displayed by colors:
- green more than 70% of spots are free
- yellow 40-70% of spots are free
- red only a few spots left
- grey all spots are occupied

Today, Kyiv has 330 parking lots, of which 200 are located in the first parking zone where traffic is heaviest and tariffs are highest. Already, 83 lots equipped with 219 cameras are connected to the digital service. As of summer 2025:
- 19 lots have full camera coverage
- 22 show more than half of the spots
- 10 over a third
- another 32 operate in test mode with coverage up to 30%
The city is gradually increasing technological coverage:
“This approach makes it possible to gradually integrate the service into all parking zones in Kyiv, so that every driver can find out in advance where there is a free place for their car.”
Tariffs, Free Zones, and Urban Policy
Parking costs depend on the area:
- Center 35 UAH/hour
- Mid zones 25 UAH/hour
- Outskirts 5 UAH/hour
These tariffs are part of urban policy artificially raising the price in the center to restrain car traffic and stimulate the use of public transport. This tool of urban planning has long been used in European capitals.
At the same time, free parking can still be found in remote areas, near some shopping centers, and on the outskirts. At night, on weekends and holidays, there are “windows” in some zones when no fee is charged.

Ukrainian cities are gradually bringing tariffs closer to European standards. There are several reasons:
- Growth in the number of cars without an increase in parking spaces
- Implementation of new technologies: parking meters, online payment, video control all this raises the cost

The implementation of an online parking occupancy monitoring feature is not just about convenience. This is the first step towards smart traffic management in a megacity. City authorities plan to expand digital coverage, introduce new services, and increase the transparency of the parking system.
The ICT Department of the Kyiv City Administration emphasizes:
“The Department urges drivers to follow parking rules and share their feedback about the service in the app this will help make Kyiv even more convenient.”
The digitalization of parking in Kyiv is not just a technological trend, but a response to the real needs of residents. The “Kyiv Digital” app already makes it possible to plan trips, save time, and reduce stress for drivers.
Despite limited coverage of all lots, the city is confidently moving towards full integration and a transition to smart megacity standards, where parking information becomes part of the urban ecosystem.
