Time for Action analyzes: How Ukrainian logistics is changing in 2025 key trends, challenges, and prospects
Ukrainian logistics is entering a phase of deep transformation shaped by war, global technological shifts, and changes in business models. The sector has found itself at the center of strategic decisions for economic recovery, and the coming years may become decisive for all market participants. Time for Action has gathered data reflecting the new reality in which Ukrainian logistics companies operate and analyzed how this sphere is changing.
The first key trend is digitalization of processes and a systemic approach to automation. It is no longer just about modernization without digital solutions it is impossible to remain competitive. Ukrainian companies are implementing transport management systems (TMS), warehouse automation (WMS), integrating electronic document management, using artificial intelligence to optimize routes, and applying analytics to cargo flows. “Electronic document management (EDM) and the electronic consignment note (e-TTN) are not a trend, but a necessity that allows companies to reduce costs, avoid bureaucratic delays and legal risks, and increase transparency and control at every stage of the logistics process,” emphasized Dmytro Borysov, Commercial Director of Linkos Group. Effective implementation of electronic documents structures data, gives legal force to processes, and allows artificial intelligence not only to model logistics, but also to actually optimize resources and respond to risks before they arise. “It is electronic documents that give the system legal force, structure data, record events with precise parameters, and allow artificial intelligence to predict delays, optimize resources, and respond to risks before they arise,” Borysov emphasized.
The second defining trend is the transition to data-driven logistics and the development of fifth-generation logistics services (5PL). The main directions are automation of customs procedures, development of analytics based on AI, integration of WMS/TMS/ERP, and creation of new digital platforms. Companies that invest in these solutions are already reducing costs and improving service quality, adapting to constantly changing business needs.
A strong market trend is green logistics and ESG. Restoration and development of infrastructure hubs, ports, railways, highways, and border terminals are coming to the forefront. Investors and international partners emphasize environmental standards and sustainable solutions, and this is becoming the new norm for the market.
A separate driving force is the rapid growth of e-commerce, which is shaping new consumer expectations regarding delivery speed, automation of order processing, development of parcel locker networks, and last-mile service. “Nova Poshta increased the number of parcel lockers to 30.6 thousand; in 2024 alone the network grew by 4 thousand new automated customer service points.” Rozetka and Epicenter are also investing in their own networks, creating a competitive market. However, one of the key barriers to development remains the labor shortage. According to Deputy Minister Serhii Derkach, out of 130 thousand trucks, about 30% are idle due to the lack of drivers: “The shortage is approximately 30-40 thousand drivers with category CE. This is a huge number and a very difficult story.”
Restoration and modernization of infrastructure is another strategic response of the market to current challenges. In the Kyiv region, new warehouse complexes are being actively built the area of new warehouses alone in the first half of 2025 reached 107 thousand square meters. Not only construction is taking place, but also restoration of facilities destroyed by the war. Among the landmark projects are West Gate Logistic (100 thousand sq. m), new facilities of Dragon Capital, and the phased restoration of RLC.
With the growth of digitalization, the risk of cyberattacks is also increasing. Spending on cybersecurity is growing by 25% by the end of 2025, and companies are investing in secure communication channels, backup data storage, and modern monitoring systems. This ensures continuity of operations and readiness to quickly adapt to new market conditions.
Market leaders demonstrate strong growth dynamics and efficiency even in difficult circumstances. “Nova Poshta more than 37 thousand service points, UAH 44.77 billion in net revenue for 2024, investments in new terminals and technologies.” ZAMMLER Group more than 200 thousand sq. m of warehouse space, its own vehicle fleet, authorized economic operator status, and expansion of international presence. RLC the largest A+ category refrigerated complex (35 thousand sq. m), a leader in multi-temperature storage, FSSC 22000 certification.
