Ukraine Joins the European AI Board: A New Stage in Digital Integration and AI Policy
On October 24, 2025, Ukraine participated for the first time in a high-level meeting of the European AI Board. This is not only a symbolic date for the country’s digital policy but also an important strategic step in the context of European integration. Ukraine was represented by the AI team of the Ministry of Digital Transformation, which confirmed the recognition of Ukraine’s technical and political potential in the field of innovation.
Ukraine received observer status in the European AI Board on the basis of a decision by the European Commission. This status grants the right to be present at meetings, participate in discussions, and contribute to shaping joint policy in the field of artificial intelligence in Europe. As stated in the official announcement, “this is an important step in Ukraine’s European integration and bringing it closer to the standards of the AI Act.”
This cooperation format allows Ukraine not only to share its own experience, but also to adapt European regulatory approaches for the national market. According to official information, such status was granted at the request of the Ukrainian side during negotiations with the European Commission in March 2025.
What Ukraine Presented at the Meeting
During the meeting, Ukraine presented several key initiatives and achievements:
- Progress in implementing the “White Paper” on AI and plans to implement the AI Act together with European partners (EU4Digital).
- Development of a National AI Strategy until 2030, the launch of an AI assistant in Diia, the creation of tools for Eurointegration, and the development of a large language model.
- The need for support of an AI Sandbox and the development of regulatory institutions to study and test new AI technologies.
- The aspiration to join EuroHPC JU an EU initiative for the development of supercomputing and artificial intelligence.
EU countries at the meeting discussed the development of AI Factories, national adaptation of the AI Act, simplifying regulation, and prospects for applying the Apply AI Strategy within the EU.
The “White Paper” and AI Regulation Strategy in Ukraine
As early as 2024, the Ministry of Digital Transformation presented the “White Paper” on AI regulation in Ukraine a document that offers a comprehensive approach to the implementation and control of new technologies at the state level. The proposed approach is based on the bottom-up principle: first, tools for preparing business, recommendations, voluntary codes of conduct, and then phased legislative regulation.
The second stage provides for the development of a special law that will become an analogue of the EU Artificial Intelligence Regulation (AI Act). As stated by the Minister of Digital Transformation Mykhailo Fedorov, “artificial intelligence is an inevitable trend. Therefore, Ukraine needs clear rules to develop business and protect human rights in interaction with AI.”
A systematic approach to AI regulation allows Ukrainian companies to cooperate with international partners thanks to unified legal standards, attract investment, and develop a competitive market.
Every individual in Ukraine will receive mechanisms for protecting their rights in the digital environment.
As emphasized in the presentation of the Ministry of Digital Transformation, the state’s task is to ensure a safe and transparent environment for innovation, business, and citizens.
The global trend is the active discussion of the impact of artificial intelligence and the creation of legislative control mechanisms.
In G7 countries, ministers of digital technologies emphasize: “their governments need to adopt laws to regulate artificial intelligence.” The EU is introducing the AI Act, Italy temporarily blocked ChatGPT, and in the USA, OpenAI CEO Sam Altman called for the creation of a special agency to license AI companies.
Ukraine is moving in line with global changes and is implementing its own initiatives, which already today make it possible to have a dialogue with European partners on an equal footing.

Ukraine’s participation in the European AI Board meeting and obtaining observer status confirm the country is confidently integrating into the European digital space. All key facts from the presented “White Paper” to the launch of the national strategy and participation in key European institutions are officially confirmed and reflect the real steps of the government.
