
Diia.AI: The World’s First National AI Assistant for Public Services How It Works and Why It Matters
The launch of Diia.AI is not just another digital project or a trendy tech adaptation. It is the first national AI assistant in the world performing actual governmental functions in real time. For the first time, it is not a person searching for a certificate on a government website it is the AI that finds the service, pulls data from registries, and delivers it in a chat window. All in just a few minutes.
In August 2025, the Ministry of Digital Transformation of Ukraine announced the launch of Diia.AI the world’s first national assistant with artificial intelligence capabilities, integrated directly into the system of public services.
It operates through the Diia portal, available 24/7, and allows users to:
- find the right service based on their life situation;
- retrieve information on individual entrepreneurs (FOP), real estate, or documents;
- generate an income certificate without additional requests;
- navigate assistance programs such as eRestoration or business grants;
- receive step-by-step guidance on real scenarios like “car re-registration” or “opening a business.”
This is not just an informational bot. Diia.AI is an agent that independently interacts with state data and performs actions on behalf of the user, all while maintaining confidentiality.
To use Diia.AI, a user needs to:
- Visit the diia.gov.ua portal;
- Click the Diia.AI icon, which now replaces the standard search bar;
- Log in;
- Enter a query in natural language, such as:
“I want an income certificate,”
“Help me find a housing compensation program,”
“How do I register as an entrepreneur?”
The assistant will then:
- understand the context;
- pull information from registries;
- explain what needs to be done;
- or provide a document without PDFs, scans, or queues.
At the moment, the assistant is operating in open beta testing. The system is still learning responses improve based on user feedback. Everyone can rate the answers in the chat as “effective” or “ineffective” and leave comments, which directly impact the model’s further training.
Many countries have public sector chatbots in Singapore, Estonia, the UK. But none of them is integrated into the state registries and services as deeply as Diia.AI.
The key difference:
- In other countries, assistants mostly provide links or general advice.
- Ukraine’s Diia.AI performs actions. It not only guides but issues certificates, checks property status, pulls official data.
This is a fundamentally different approach: “one query immediate result.”
The Ministry of Digital Transformation emphasizes: Diia.AI does not request passport, banking, or sensitive personal information. It does not store chat history and only accesses data users explicitly permit.
All responses are based on official open registries. Identification is done via the national e-authentication system. The technical development is supported by international partners, including UK Dev and the EGAP program, implemented by the Eastern Europe Foundation.
At launch, according to the Ministry, Diia.AI can:
- generate income certificates;
- retrieve FOP data;
- recommend assistance programs;
- guide users in registering a business or property.
By the end of 2025, it is expected to:
- expand the list of services with at least 5 additional key tools;
- integrate AI directly into the Diia mobile app;
- add real-time model training;
- test integration with court services, customs, and pension systems.
Despite the full-scale war, Ukraine remains a global leader in digital transformation. Launching a national AI assistant is not just innovation it’s a necessity. In a situation where millions of people have lost access to administrative offices, archives, or government buildings a simple chat can replace dozens of public service desks.
President Volodymyr Zelensky stated:
“This is not just the world’s first national AI assistant. This is further proof that Ukraine is not merely holding on it is moving faster than others. We are creating services that are setting an example for the world.”
Diia.AI is a response to bureaucracy, queues, form searches, and wasted time. It’s the embodiment of a government that acts on request, not one that bounces people between agencies. Systems like this are not future tech. They are the standard for a modern state that respects the time and needs of its citizens.
