
The Netherlands Becomes a Driver of a New Arms System for Ukraine: How the PURL Mechanism Works and What It Changes for Europe’s Security
The beginning of August 2025 marked a turning point for Ukraine’s defense sector. The Netherlands will finance a package of American weaponry worth 500 million euros, including missiles for the Patriot system. This is not only large-scale military assistance but also the first practical step in implementing a new model of cooperation between NATO, the United States, and Ukraine through the Prioritized Ukraine Requirements List (PURL) mechanism.
“Ukraine, and therefore all of Europe, will receive greater protection from Russian terror. I am sincerely grateful to the Netherlands for a significant contribution to strengthening Ukraine’s air shield I have just discussed this with Prime Minister Dick Schoof. The 500 million euro package is American weaponry, including missiles for the Patriots. This is the first such step among NATO countries, at a time when Russia is trying to scale up its strikes. This will definitely help protect the lives of our people!” – stated President Volodymyr Zelensky.
The Prioritized Ukraine Requirements List (PURL) mechanism is NATO’s response to ongoing Russian aggression and Ukraine’s acute need for systematic not episodic military support. This is a new financial and logistical platformthat allows Alliance member states to directly finance the purchase of American weapons and equipment for Ukraine based on requests agreed upon with the Armed Forces of Ukraine and NATO.
“The United States and NATO are launching a new support mechanism for Ukraine through the Prioritized Ukraine Requirements List (PURL) initiative. The goal of this mechanism is to ensure the rapid delivery to Ukraine of systems and weaponry that, in large quantities, can be sourced from the US. Thanks to the new mechanism, Alliance member states and partners have received the ability to fund deliveries of American weapons and technologies through voluntary contributions,” explained Prime Minister of the Netherlands Dick Schoof.
For the first time in NATO’s history, an Alliance member is financing American air defense systems for Ukrainedirectly through a centralized mechanism coordinated by NATO. This means that part of the bureaucracy is eliminated, procurements happen faster, and decisions on assistance become more predictable.
How the Scheme Works
- Ukraine forms a list of priority needs (primarily air defense, ammunition, communications equipment).
- The list is approved by the Supreme Allied Commander Europe (SACEUR).
- Partner countries can select an item from the list and fund its purchase from the US.
- NATO coordinates deliveries through existing mechanisms (NATO Security Assistance and Training to Ukraine – NSATU).
- Packages are announced regularly, ensuring predictable and sustained support.

President Volodymyr Zelensky especially emphasized that “this decision became one of the practical results of the NATO summit in The Hague” and expressed gratitude to NATO Secretary General Mark Rutte and Prime Minister Schoof.
“I have just had a phone conversation with President Volodymyr Zelensky, who sincerely thanked the Netherlands for the 500 million euro military aid package announced today. The Netherlands became the first country to support the agreement between NATO and the US regarding the purchase of American air defense systems for Ukraine. These weapons are extremely necessary. Ukraine continues to fight every day, defending itself from Russian aggression, especially massive drone attacks. By defending itself, Ukraine is simultaneously fighting for the freedom and security of all Europe,” added Schoof.
Defense Minister Denys Shmyhal explained the technical details and emphasized the importance of the new mechanism for forming Ukraine’s long-term security:
“The PURL mechanism provides for the formation of a list of equipment and ammunition based on Ukraine’s requests, confirmed by the Supreme Allied Commander Europe (SACEUR). New aid packages will be announced regularly. NATO will coordinate deliveries within this mechanism, in particular through existing NATO mechanisms (NATO Security Assistance and Training to Ukraine – NSATU).”
